Goal

To facilitate dynamic, transparent discussions on complex topics by combining expert dialogue with broader group observation and participation.

Description

Fishbowl is a structured discussion format that allows a small group of experts to engage in focused dialogue while a larger group observes silently. The setup includes an inner circle of 6–8 chairs for the experts and an outer circle for observers. One chair in the inner circle remains open, allowing observers to join the discussion temporarily.

The format promotes:

  • Deep exploration of complex issues
  • Inclusive participation
  • Trust-building and transparency
  • Knowledge sharing across roles

After approximately one hour of discussion, the session ends with a 30-minute debrief where all participants can contribute freely. A summary document with key learnings is recommended.

Tips for use:

  • Brief participants clearly on the format and rules
  • Ensure the topic is relevant and engaging for all roles
  • Encourage rotation and respectful listening
  • Use the debrief to consolidate insights and plan next steps
  • Moderation is key to avoid dominance by a few voices
  • Observers may feel disengaged if not encouraged to rotate
  • Topic must be well-framed to avoid vague or unfocused discussion
